I need to install three cumulative PTF tapes. Can I load all three tapes at once and apply all of the delayed PTFs, or do I have to load and apply one tape before I do another?

If these are normal cumulative PTF tapes, the latest one should contain all of the PTFs on the previous ones. Check the cover letter of the latest one; it probably tells you that you don't have to install the previous tapes.
