Attn Doesn't Pay Attention

My Attention key doesn't always work! I use my Attn key often. I usually have it set to call QUSCMDLN that way, when I press the Attn key, I get a pop-up window with a command line in it. This really comes in handy when I'm in the middle of doing something and I need to look at something else without losing my place. But I've noticed that occasionally when I press the Attn key, nothing happens.

For example, whenever I use the System Request key, the Attn key is temporarily disabled until I return from the SysRq operation. I suppose this is understandable since the SysRq function is somewhat similar to using the Attn key.

But what I can't figure out is why the Attn key doesn't work when I'm displaying a message queue. Try it sometime. Run the DSPMSG command and then press the Attn key. Nothing! Why is that? I've asked other people to try it on their system and they get the same results. If there's a reason for this, I'd sure like to know; otherwise, I can only assume that it's a bug in the operating system.
